My first attempt was a complete failure. As for the Photoshop action, I think I made it by adding a graduated mask to the top and bottom and then layering a blur effect. I over saturated the color and then played it back at a low frame rate. Probably 10-15fps. I'll make a video tutorial and Photoshop action sometime soon. Try it at ten just to see if that helps. I don't like the infinite setting because it causes other issues.
